Safety program standards require employers to provide all employees access to legislation applicable to the company's operations (section C.2.b in Enform's COR for example). This could mean a whole spectrum of acts, codes and regulations, ranging in topics from pipeline construction to food handling. Regardless of the complexity of your operations, your company will need current material for at least Occupational Health and Safety legislation, since these documents impact all organizations.
Unfortunately, ensuring these documents are kept current and available is a hassle. CCOHS recognized this challenge a few years ago, and created a subscription service called
enviroOHS. This service provides current versions of over 100 safety-related acts and regulations, searchable by jurisdiction, standard and topic. Unfortunately, it does not tie in with OSHWorks (their online Safety Management System), so administrators would have to set up all employees on the subscription service, which is probably more work than just buying and distributing the documents.
Another drawback of enviroOHS, is that administrators cannot limit the legislation to only the jurisdictions, standards and topics that are relevant to the companies operations. Managers, supervisors and employees would be required to know what documents were appropriate, and they would need to sort through reams of documents to find the correct article.

Legislation Links module which accomplishes the requirements of the Safety Management System standards, but makes it easy to
share the documents with employees, and
only those documents which are relevant.
It's very straightforward to set up. The administrator goes into the setup screen (under Documentation / Legislation) and chooses the jurisdictions in which the company has operations. [We currently only offer Canada, and its provinces and territories, however it would be simple enough to add US and international jurisdictions, should a client require them.] The administrator then selects the acts, codes and regulations that are applicable to the company's operations. For example, trucking companies would turn on the Driver's Hours of Service Regulations, whereas companies without commercial vehicles would leave it unselected.
At that point, all employees would then see a links to all appropriate legislation in the Employee Portal (organized by jurisdiction). The links point directly to the government source (such as the Queen's Printer website here in Alberta). We monitor all legislation for updates or website relocations, but any administrator can notify us of a broken link should any go unnoticed.
Having the documents in electronic format also makes them searchable. PDF viewers and internet browsers have keyword search functionality built in. Simply open the legislation, and type in the topic you're looking for (such as 'Scaffolds').
